In accordance with government policy which will soon be implementing Competency Based Curriculum, then the various interested parties (stakeholders) should take immediate steps so that the learning system in accordance with the curriculum. Currently the Directorate of PLP in collaboration with the Graduate Program, State University of Yogyakarta, is developing a Competency-Based Curriculum, while the Curriculum Centre is also developing the same thing. The results of synchronization of the draft curriculum and syllabus development between PLP and Central Directorate of the curriculum as annexed to this paper as a study subject matter. In order for the planning, implementation and evaluation system of learning goes well then it should be made in the General Guidelines and Specific Guidelines for Syllabus Development. General Guidelines for the guidelines for all subjects, whereas the Special Guidelines are guidelines for certain subjects, such as the Special Guidelines for Syllabus Development Subjects Mathematics.

General Guidelines of syllabus development contained the concepts, principles, and the general steps in the development of competency-based syllabus. In the framework of improving the quality of school-based management, the General Guidelines are expected to be used as a reference for junior high school teachers in developing competency-based syllabus. Given that in 2004, the government will soon implement the Competency-Based Curriculum socialization is a necessary preparation for implementation. By appointing representatives of teachers selected from the provincial or district is expected they will become trainers in their respective regions. Thus, the training of trainers (TOT) second stage is a very urgent nature to be implemented as a means for dissemination as well as obtain feedback from participants.

Training strategy was developed in order to actively participate TOT participants to gain firsthand experience and competent in the subjects of mathematics syllabus development based on competency. TOT participants will gain competencies expected if they: (1) has the willingness, awareness and motivation to develop the CBC for the subjects of mathematics, (2) have knowledge of basic principles for the development of CBC subjects of mathematics, (3) given the opportunity to practice developing CBC for mathematics courses so that they will acquire skills (skills) and experience (experiences). (4) They have the opportunity to present aspects of Curriculum 2004 implementation constraints in the field. Based on the strategy used in this training is a combination of various training methods include: (1) lecture / expository, (2) class discussion / group, (3) assignment, (4) review / review of reference, and (5) development practices.
